ROUGHTON PARISH COUNCIL

Minutes of the Parish Council Meeting held on Thursday 13th January 2022

At Roughton Village Hall starting at the 7.30pm.

Those present:  Councillors Davis, Dormer, Drew and Councillor Mrs Lynaugh (Vice Chair) and the clerk Mrs S Helliwell.  

In Attendance:  District Councillor Fitzaden-Gray and PCSO Wass.

Public:   2 members of public present.

One member of the public enquired about the forthcoming road works that were signed on Horncastle Road.  The clerk informed that as yet she had not received any information about this but she would chase with Highways/County Councillor for resident.  The other member of the public asked the clerk for an update on speeding in the parish and also potholes.  The clerk advised that she had requested an update from the County Councillor regarding speeding but as yet had not received a reply.  The clerk asked PCSO Wass if he had any update on this?  PCSO Wass said he would come and undertake a speed survey when the weather improves and that the clerk was going to be approached by Kirkby-on-Bain parish council about a community speed watch group where residents would get training and could then monitor speed when they chose.  With regard to potholes, it was requested that the clerk contact Highways again to try and get them repaired as this was an ongoing problem.  The subject of heavy goods vehicles speeding was mentioned as a concern and also the possibility of extending the 30mph speed limit was discussed – To make the sharp bend as you leave the village towards the B1191 within the 30mph zone.  Do we need evidence before approaching Highways?  Yes, evidence is required to strengthen your case when approaching Highways.  The quality of pothole repairs is also a concern and District Councillor Gray said he would send the clerk the email address of the person in charge of the quality of work of teams completing these repairs to advise of concerns.

             074      To approve the notes of the meeting held on 11th Nov 2021 as minutes: 

These were proposed, seconded and resolved unanimously to be correct by Councillors in attendance.  They were signed by the Vice-Chair.

075      County Councillor Report:  Not in attendance. 

076      District Councillor Report:  The District Councillor informed the meeting that there were various COVID vaccination ‘Pop Up’ sessions available and the next one was at Stanhope Hall in Horncastle on 16.01.2022 between 10-4pm.  He said that there were lots of grants available for various Queen’s Platinum Jubilee events, people just had to visit the Lincolnshire Community Foundation website.  He said ELDC was now in alignment with Boston Council and South Holland Council and the sharing of expertise was working well with each District having their own strengths which can only be a good thing.

077      Clerks Report: 

a.   The clerk advised the meeting that there were now two vacancies on the parish council that could be co-opted after confirmation from ELDC.

b.   The clerk advised that the was nothing of note from the PCSO this meeting.

c.   The clerk informed that she had been contacted by LIVES about a possible donation towards their Service.  All Councillors agreed that this was a tremendous charity and all agreed to contribute £30.00.  Cheque no. 700290.                                                

078      Notice Board:  The clerk advised that after the last meeting where the notice board had been discussed regarding a possible replacement, Councillor Drew and the Chair had inspected it and thought that a renovation of the notice board would be sufficient as it was still strong and was not rotten at all.  If all Councillors were in agreement Councillor Drew would approach the builder who had sited the bench recently.  All Councillors in attendance agreed to this.

079      Litter Bin:  The clerk advised the meeting that the litter bin was now in place in the village near the bus shelter.

080      Planning:                                                                                                                  

a.   Applications:  S/086/01658/21, Plot 6 & 10 The Sidings, Horncastle – No objection.  S/141/02623/21, The Old Mill TNT, Horncastle Road, Roughton Moor, Woodhall Spa, Lincs, LN10 6YQ – Objection due to serious concerns about the implications of further vehicles operating from the site.

b.   Permissions Granted:  S/141/02192/21, 108 Horncastle Road, Roughton Moor, Woodhall Spa, Lincolnshire, LN10 6UX – Full Planning.  S/141/02174/21, 62 Horncaslte Road, Woodhall Spa, LN10 6UZ – Application withdrawn on 20.12.2021.

081      Training Available:  The Clerk informed all of the training currently available.

082      Finances: 

a.   Bank Balances and signing of statements.  The clerk confirmed current account balance of £3430.69 and deposit account balance of £15.14, a total of £3445.83.  Bank statements were checked by all and signed by the Vice-Chair. 

b.  Final precept decision.  After discussion, it was agreed unanimously to apply for the same precept amount as last year - £2700.  The clerk completed and signed paperwork as required.

c.   Payments required.  No further payments were required.

d.   Bank Signatory Paperwork.  The clerk informed the meeting that now Councillor Simpson had left the parish council, another signatory on the bank account was required.  Councillor Dormer offered to do this which was agreed by all present.  The clerk to forward the paperwork to Councillor Dormer for his completion.  It can then be posted to the bank for their action.

083      Date of Next Meeting and Items for Agenda:  The date of the next Roughton Parish Council Meeting is to be held on Thursday 17th March 2022 at 7.30 pm in the Village Hall.  Agreed by all.

Agenda Items:  Items to be forwarded to the clerk prior to the agenda being published.

084      Clerks Salary and Expenses:  The Council agreed to pay the clerks salary and expenses for the period 11th Nov 21 – 13th Jan 22, £288.10, Cheque No. 700289.
