ROUGHTON PARISH COUNCIL

Minutes of the Parish Council Meeting held on Thursday 11th November 2021

At Roughton Village Hall starting at the 7.30pm.

Those present:  Councillor Poucher (Chair), Councillors Davis and Drew and the clerk Mrs S Helliwell.  

In Attendance:  None.

Public:   1 member of public.

The member of public introduced himself and said he was just wanting to observe the meeting due to being relatively new to the area.  The Chair said he was more than welcome to do that.

058      Chair’s Remarks:  The Chair thanked everyone for attending and giving their time.

059      Apologies:  Councillor Dormer due to being away, Councillor Mrs Lynaugh due to illness and District Councillor Fitzaden-Gray due to another meeting in Spalding.  Councillors proposed, seconded and resolved unanimously to accept these apologies. 

060      Declarations of Interest:  None.

061      To approve the notes of the meeting held on 9th Sept 2021 as minutes:   These were proposed, seconded and resolved unanimously to be correct.  They were signed by the Chair.

062      County Councillor Report:  The County Councillor was not in attendance.

063      District Councillor Report:    The District Councillor was not in attendance.

064      Clerks Report:                                                                      

a.   Debrillator.  The clerk stated she had received quite an abrupt email from Councillor Simpson in her role as a member of the parish hall committee stating that there was confusion with regard to defibrillator responsibility.  The Clerk advised the meeting that after speaking to the parish hall secretary any confusion had been sorted out.  It was agreed that the parish hall Chairman would maintain the defibrillator and the clerk on request would order any items needed for the unit.  Items to be delivered to the parish hall Chairman and invoicing directly to the parish council.  The clerk said she already had an invoice for payment to LIVES of £66.00 for a Lifepak Chargepak and Electrodes.  All Councillors agreed payment, cheque no. 7002888.

b.   Councillor Lisa Simpson.  The clerk informed the meeting that Councillor Mrs Simpson had resigned from the parish council as she no longer lived in the area.  The clerk had advised ELDC of this and the post had been advertised as required without any interest.  Therefore ELDC had informed the clerk that the parish council could now co-opt the position.  The meeting was advised of the criteria for the post.

c.   Councillor Richard Lupton.  The clerk advised that she had received by email earlier today the resignation of Councillor Lupton due to his work commitments and that he could no longer attend the parish council meetings on a regular basis.  She said she would inform ELDC of the resignation.

d.   Litter Bin Update.  The clerk said she had been trying to get an update for the litter bin in the village for several months without success and the person she was in contact with has now left ELDC.  She had contacted ELDC again and the new person she had emailed has promised to provide an update as a matter of urgency due to the length of time the clerk had been asking for information.

e.   Citizen’s Advice Bureau.  The clerk showed the meeting a letter requesting a donation from the CAB.  All Councillors felt that as the CAB had received donations from the parish council for a number of years, they wanted to support LIVES for a while as they provide an amazing service too.

065      Notice Board:  The clerk advised the meeting that she had been contacted by the parish hall secretary to say that the door on the notice board had been held together with twine due to being faulty.  The clerk said she didn’t think the notice board had been updated for many years and the possibility of a new notice board or maintenance of the old board would be discussed when more Councillors were in attendance as initial enquiries into new notice boards looked around £500 - £700.

066      Planning: 

a.   Applications:  S/086/02022/21, Land Off Brackenbury Close, Horncastle, Lincolnshire, LN9 5BE – No objections.  S/141/02174/21, 62 Horncastle Road, Woodhall Spa (Within Parish of Roughton), LN10 6UZ – No Objections.  S/141/02192/21, 108 Horncastle Road, Roughton Moor, Woodhall Spa, Lincolnshire, LN10 6UX – No Objections.  S/141/02289/21, Bainland Lodge Park, Horncastle Road, Roughton Moor, Woodhall Spa, Lincolnshire, LN10 6UX – No Objections.

b.   Permissions Granted:  S/141/00539/21, Land to the Rear of 104 Horncastle Road, Roughton Moor, Woodhall Spa, Lincolnshire, LN10 6UX – Full Planning Permission.  S/141/01547/21, 118 Horncastle Road, Roughton Moor, Woodhall Spa, LN10 6UX – Refusal of Outline Planning Permission.  S/141/01855/21, 66 Horncastle Road, Woodhall Spa, LN10 6UZ – Full Planning Permission.

067      Training Available:  The Clerk informed all of the training currently available.

068      Finances: 

a.   Bank Balances and signing of statements.  The clerk confirmed current account balance of £3834.79 and deposit account balance of £15.14, a total of £3849.93.  Bank statements were checked by all and signed by the Chair. 

b.  Initial precept discussion.  After looking at the budget forecast for the next financial year provided by the clerk discussion took place and an initial decision was that the precept should be kept at £2700 the same as the previous year.

c.   Payments required.  The clerk said she had received the cheque back sent to the internal auditor for payment of her time which had bounced back from the bank due to the clerk putting the incorrect date on the cheque.  Councillors agreed to re-write a cheque for payment and the clerk destroyed the original cheque.  £50.00, cheque number 700286.

069      Date of Next Meeting and Items for Agenda:  The date of the next Roughton Parish Council Meeting is to be held on Thursday 13th January 2022 at 7.30 pm in the Village Hall.  Agreed by all. This date was recommended by the clerk for precept paperwork completion.

Agenda Items:  Notice Board.  Items to be forwarded to the clerk prior to the agenda being published.

070      Clerks Salary and Expenses:  The Council agreed to pay the clerks salary and expenses for the period 9th Sept 21 – 11th Nov 21, £288.10, Cheque No. 700287*.

*Please note the Chair signed all cheques minuted during the meeting but the Clerk will approach Councillor Mrs Lynaugh for second signatures prior to the January meeting due to LIVES payment being due on 17 November 2021 and only one signatory in attendance.
