ANNUAL PARISH MEETING
Minutes of the meeting held on Thursday 16th May 2024 at
7.00p.m. in Roughton Village Hall
Those present: Councillor Dormer (Chair), Councillors Davis, Councillor Perie and Councillor Drew

Public: 3 members of the public were present.
001 Chair’s Welcome: The Chair welcomed all in attendance and thanked everyone for giving their time.
002 Apologies: Cllr Willey, Cllr Spurrier and Cllr Roberts
003 Approval of the minutes from 16th May 2024 The Chair gave a synopsis of the minutes. It was proposed to accept the minutes as a true record by all who had been present. They were signed by the Chair.
004 Chairman’s Annual Report: The most significant factor that affected the Council in the year 2023-2024 was that the clerk, Karen Handley, was absent due to illness for most of the year. In her absence, Lincolnshire Association of Local Councils (LALC) quickly responded to the situation and the Chief Executive of LALC, Katrina Evans, was able to ask Andrew Everard to step in. The Chair wished to extend his thanks both to Andrew and Katrina.
The Council continued to support the residents of Thornton in pressing for additional safety measures for the B1191 as it goes through Thornton village.
LCC also investigated constant flooding to Ox Pasture Lane with the B1191 and the Chair was happy to report that this appeared to be resolved.
The major issue for both residents and the Parish Council were the speeding of traffic and heavy goods vehicles travelling through the narrow roads of Roughton. LCC Highways have implemented road painting and additional signage highlighting safe driving and the 30 mph speed limit signs have been installed. The Chair also informed the meeting that a group of residents, along with Councillors have formed a Community Speed Watch Team, who have undergone formal training and regularly operate speed camera duties to demonstrate that speeding is an issue through the village.
The Chair thanked Kirkby-on-Bain Parish Council for their assistance and providing Roughton PC with a Radar Activated Speed sign. He also thanked Pederson Contracting Services for their substantial donation last year.
LCC will be taking action for both Kirkby-on-Bain and Roughton regarding HGVs on inappropriate roads and the Council will wait to learn what this involves.
Roughton PC undertook a drainage survey as requested by Lincolnshire County Council and as result, somewhere in the region of 35 previously unrecorded drains were added to central records.
Roughton Parish Council are now part of LCC’s litter picking scheme which means that we hold litter picking equipment and guidelines for use by any residents should they wish to organise litter picking within the Parish. Information can be found on the website.
The Council also received a request for support from residents in Roughton Moor to assist with the maintenance of Amenity Land. The Council resolved that the additional burden on Parish residents was not justifiable, and therefore unable to assist. It will be monitored to ensure that LCC are including this area in their grass cutting programme.
The Parish Council also became aware that the public phone box on Horncastle Road had become dirty and unusable due to a jammed door. This was resolved by BT.
The phone box in Roughton, owned by the Parish Council had been cleaned, but any further refurbishment would be reconsidered in future years due to cost.
A newsletter was created and printed in April this year and distributed to all residents. This was funded by grant monies from East Lindsey District Council, and produced through the efforts of Councillor Louise Roberts for which the Council is grateful.
The Chair thanked all of the Councillors for their efforts and contributions during the year together with those of the Clerk. He also thanked residents who had highlighted concerns to the Parish Council throughout the year.
005 Questions from the Public: A question was raised about the maintenance of the Bus Shelter on Horncastle Road and whether it was actually used.
