ROUGHTON PARISH COUNCIL

Minutes of the Parish Council Meeting held on Thursday 3rd September 2020

At Roughton Village Hall starting at 7.30 pm.

Those present: Councillor Poucher (Chair), Councillors Dormer, Councillor Mrs Lynaugh, Councillor Mrs Simpson and the clerk Mrs S Helliwell.

In Attendance: None present.

Public: None present.

001 Chair’s Remarks: The Chair thanked everyone for attending.

002 Apologies: Councillor Lupton due to work commitments, Councillor Drew. District Councillor Fitzaden-Gray due to a prior engagement. Councillors resolved unanimously to accept these apologies.

003 Declarations of Interest: None.

004 To approve the notes of the meeting held on 9th January 2020 as minutes: All notes were proposed, seconded and resolved unanimously to be correct and were signed as necessary by the Chair. The minutes of 14th November 2019 which were approved as accurate at the previous meeting were also signed.

005 County Council Report: Not in attendance.

006 District Councillor Report: Not in attendance.

007 Clerks Report:

a. The clerk repeated that there was still a vacancy for another councillor which could be co-opted onto the Parish Council if anyone knew of anyone that was interested.

b. The clerk offered apologies from PCSO Wass who had said there was nothing to report to the meeting. Councillor Mrs Simpson said there had been a white van acting suspiciously in the village which had been reported to the Police and a local farm had items stolen from one of the barns. Everyone to remain vigilant to suspicious activity and to report to the Police immediately.

c. The clerk said that due to the COVID-19 pandemic it was not necessary for an Annual Parish Council meeting to take place this year and that the current Chair could remain in post until May 2021. If the electorate would like an Annual Parish meeting, then one can be arranged.

d. The clerk said she had been approached for a donation by both the British Red Cross and LIVES. After discussion Councillors agreed to support LIVES as this was a very local charity who do tremendous work County wide. It was agreed by all present to donate £30.00, cheque number 700272.

008 Broadband Update: Councillor Dormer informed that he had applied for fibre broadband in January 2020 and he had it installed in July 2020. He said it was absolutely superb to move from 0.4mb per second to 40mb per second and thinks that everyone in the parish will now be able to access faster connection.

009 Dog Bins: The clerk informed the meeting that she had received a response from ELDC who had approved a bin for the village. They didn’t think next to the grit bin was the ideal site and so suggested next to the bus stop on the hard-standing area which the clerk had agreed was acceptable. Unfortunately, due to COVID-19 the installation will be delayed.

010 Local Odours: The clerk informed the meeting that she had received a letter from a resident on Mill Close complaining about odour in the local area. Councillor Mrs Lynaugh said she had not noticed any smell along Roughton Moor. The clerk said she was aware that the resident was in contact with the Environment Health Officer at ELDC and Councillors didn’t feel there was anything else that the parish council could do if this was the case as Councillors would only ask the parish clerk to contact the EHO at ELDC as well. The clerk to contact the resident and inform her of this.

011 Parish Bench: The clerk informed she had been approached by June Smith regarding the parish bench that is currently being stored in her barn. The clerk asked if Councillors could think of somewhere in the parish where it may be sited. Councillor Mrs Simpson couldn’t think of anywhere in the village and Councillor Mrs Lynaugh suggested on the B1191 next to the bus shelter. Everyone was in agreement with this suggestion and the clerk to contact LCC Highways.

013 Training Available: The Clerk informed all of training available.

014 Finances:

a. Bank Balances and signing of statements. The clerk confirmed current account balance of £6158.22 and deposit account balance of £15.15, a total of £6173.37. Bank statements were checked by all and signed by the Chair as required.

b. Completion of Year end accounts 2019/2020: These were approved by all and signed as required by the Chair.

c. Payments Required:

These amounts were agreed by all Councillors present.

LALC Annual Subscription 2020/21 - £231.79 Cheque number 700267.

LALC Training Scheme 2020/21 - £120.00 Cheque number 700266.

Information Commissioner - £40.00 Cheque number 700268.

Zurich Insurance - £400.61 Cheque number 700271.

Village Hall Rent - £120.00 Cheque number 700269.

The amount of village hall rent was increased due to their increased overheads due to COVID-19.

d. Signatories on the Parish Council bank accounts: Councillor Mrs Simpson gave the clerk the forms she had got signed by bank staff at Santander for the clerk to return so that Councillor Mrs Simpson can become a signatory on the parish council bank account. The clerk to send to Santander as required.

e. Precept Update: The clerk informed the meeting that the bank balance reflected the precept payment for this year of £2700.00 which was paid to the parish council in April 2020.

f. Annual Governance Statement 2019/2020: This was agreed by all present and signed by the Chair as required.

g. Completion of Audit paperwork 2019/2020: After checking by all present, audit paperwork was dated and signed as required by the Chair.

015 Date of Next Meeting and Items for Agenda: The date of the next Roughton Parish Council Meeting is to be held on Thursday 19th November 2020 at 7.30 pm in the Village Hall. Agreed by all.

Agenda Items: Councillor Vacancy, Defibrillator, Parish Bench plus any item forwarded to the clerk prior to the agenda being published.

016 Clerks Salary and Expenses: The Council agreed to pay the clerks salary and expenses for the period 14th Nov 19 – 9th Jan 2020, £186.10, cheque no. 700264. The Council agreed to pay the clerks salary and expenses for the period 9th Jan 2020 – 19th Mar 2020, £363.09, cheque no. 700265. The Council agreed to pay the clerks salary and expenses for the period 19th Mar 2020 – 3rd Sept 2020 £759.00, cheque number 700270.
